Version skew of downloaded libraries

Once somebody downloads a library and starts using it (in either the library or composite parts workflows), there is the possibility that the library gets edited in its source (e.g., SynBioHub), while it is being worked with locally. We need to think through which aspects should be resolved in which ways.
