V2 Improvements

• Adding a new required category on the SIPs header called “type”, available values are “Meta-Governance” and “Governance”
• Adding a new category on the header called “proposal”, optional, can add a snapshot proposal link like so https://snapshot.org/#/snxgov.eth/proposal/QmPfGDZyVdCTSZfLAPe9tmBKgD3NRZTDJy4sH2dkNDtSuP and pulls in the vote result (i.e passed ⅞ votes) and vote status (open, closed, pending)
• Enforce “Implementor” and enforce a new header called “Release”, they can be assigned to TBD as they usually get assigned later
• Expose a simple API to fetch sips and SCCPs by status (in order to allow third party projects to manage and show upcoming changes)
