为了使小鱼具备跨平台广播的能力，目前想到的一个方案是：锚点事件
选定一个事件作为广播的锚点，这样可以基于这个事件的响应创建相应的广播。

Update: event至少是能pickle的，这样pickle出来的东西应该能用到bot上面

This issue will be fixed by the new plugin: nonebot-plugin-scheduled-broadcast
Inclusion of this plugin will be ready soon.
