adding dark mode toggle

dark mode is like the most loved thing by users specially the student . I think I can help this website get a dark mode.

As an individual student is not expected to be using TEAMMATES for extended periods of times or very frequently, I doubt if supporting dark mode is worth the effort, unless the effort needed is trivial.

Bootstrap is currently being updated to support dark mode. We can consider whether this is worth implementing implementing once that feature is stable.
