Data Migration: Generated options for MCQ/MSQ questions are duplicated on every page load

Steps to reproduce

1. Open feedback session with a MSQ question with generated options e.g., teams
2. Refresh the page

Expected behaviour
Teams are listed only once

Actual behaviour
Teams are added to the list of options on every page load

Options for MSQ question after 3 page loads:
