Allow loading layers from a WMS service: load the available layers and add them to the list of available layers.

Hi Carlos, thanks for the contribution! Do you also have an example web service (or unit test :-) where we can try this out?

BTW the latest changes always occur on the development branch, so it's best to base your PR on that branch instead of the master.

Hi Erik -- I'm testing it at the moment with a web service from another project at nlesc. But I'll look into how to incorporate this as a unit test in csWeb.

And I guess you are right, I'll rebase and work from development branch. Thanks for pointing that out!
