Description of change

A revision proposal that adds the IOTA community treasury and governance procedures to the specification while designating the roles and responsibilities of the Tangle DAO LLC. In total there are twenty-five revisions proposed and a detailed example can be shown at Phase I proposal V.2.

This is a second revision of the grant committee specification, which includes the management of the IOTA Community Treasury, added responsibilities to the review committee, and designation of the Tangle DAO LLC.
Updated few grammar edits.
