[CWEB] Purge 'init_p'.

This helper function had a non-trivial implementation in CWEAVE only. The extra stuff for CTWILL is moved to 'init_node' with special provisions for the 'name_dir' pointer. git-svn-id: svn://tug.org/texlive/trunk/Build/source@67734 c570f23f-e606-0410-a88d-b1316a301751
