Some Buffs to the spawner and Primitive Alloy Smelter #491

Description

It seems the nerfs to the spawner were a bit too much. After rechecking vanilla a bit, it seems by default 4 mobs could spawn, so this is now also possible for the Powered Spawner. On top of that the energy needed has also been decreased a bit, putting hostile mobs closer to passive mobs, and making passive mobs spawn at an average vanilla speed.

Secondly, the Primitive Alloy Smelter felt a bit too slow, so it also gets a boost.

Todo

  • Make sure we're happy with the new energy numbers of the spawner, even with better capacitors.
