Bump mako from 1.1.4 to 1.2.4 (#60)

Bumps [mako](https://github.com/sqlalchemy/mako) from 1.1.4 to 1.2.4.

<p>As Mako templates inherently render and directly invoke arbitrary
Python
code from the template source, it is <strong>never</strong> appropriate
to create
templates that contain untrusted input.</p>
