TEIIDDES-1372: Eclipse formatting template saved

* Saved separately to scripts/eclipse directory

* The style of the formatting template has changed to using an xml
  syntax. As such, the original formmatting contained in the eclipse
	preferences is no longer applied.

* This stores the template separately and it can be imported into
  eclipse using the import button in the formatting preferences window.
