fix(daemon): do not crash if CGroups v2 is detected. unfortunately we can't parse settings of CGroups v2 at the moment, so we'll always stay on the safe side and avoid accepting compile-task in such environment. note that you are always free to override this behavior by specifying --max_remote_tasks
