feature相关背景与描述
原地升级功能中，如果新的容器镜像拉取很慢，会导致服务长时间不可用，镜像预加载的作用是在原地升级功能中，先加载升级的镜像，再执行原地升级（停止旧容器，启动新容器）操作。

解决方案描述
镜像预加载功能以webhook的形式存在，能够兼容多种支持原地升级的workload，如bcs的gamedeployment、gamestatefulset或openkruise的cloneset等。
该功能以插件的方式集成到bcs-webhook-server中。

首次提交仅支持bcs-gamedeployment workload。
