  1. 当用户登录作业平台时，如果cookie中没有记忆上一次打开的业务ID，则默认进入该用户有权限的第一个业务（自然序）
  2. 当用户没有任意一个业务访问权限时进入JOB，url中的业务ID后缀要去掉，以免引起没必要的交互误解
