Update for MovingBlocks/Terasology#4237. There are more details of the general change in that PR.
I'm not really used to what DynamicCities usually looks like, and how well it usually works, so it's a bit hard for me to tell whether this PR breaks anything. Also, it may break MetalRenegades if this is merged without the corresponding MR PR. I haven't tested that.
