The SurfaceHeightFacet didn't need a vertical border because it was a 2D facet, but the SurfacesFacet does need a small border, because the plants are placed one block above the surface.

Update for engine PR MovingBlocks/Terasology#4237, to allow rocks and bushes to potentially be placed at multiple heights per column.
