Other notes from Vic:

I’ve used the same help menu used for NSW DT (it was actually the other way round in that I leveraged the help from onboarding work for DT)

It was discussed that we want the help menu to be more "modular" - have a few defaults that apply to all maps, and then as many additional as a map owner decides needed. Will be blocked by waiting on content from #4173 but we can start the modularisation process while we wait for that.

DoD:

• Unit test written (if applicable)
• Works on mobile (or deliberately disabled for mobile)
• Code/peer reviewed (if didn't pair)
• Relevant docs are updated
• Previewable/deployed to dev (see separation of deployments)
• Previewable/deployed to test (see separation of deployments)
• (If a map-specific ticket) Issue linked to a release ticket

Acceptance Criteria:

• Help section can be customised from a TerriaMap
• ...(more, write if you run into need for clarification/checks)

This was similar to what @rowanwins and I had discussed previously. I created a similar issue here #4161. Implementation-wise it's mostly done 😃 will draft a PR. I'll wait for the design that will merge Getting Started and How It Works and continue working on it once it's ready
