Reason is pretty obvious, the disgnostic says

Can't locate object method "_unoverload_str" via package "Test::Builder" at /tmp/loop_over_bdir-31680-Rep0N4/Class-Data-ConfigHash-0.00002-YVWqJe/inc/Test/More.pm line 822.

This is another use of the Module::Install's broken auto_include option.
