I am proposing the following updates to the election templates.

Updating the EC seal to the new arms.
Correcting the errors in the TG template where it uses code only usable on the offsite forum.
Correcting a typo in the ballot definition for Justices.
Adding private voting instructions to the public voting OP, hoping to reduce the number of improperly filled out private votes.
