Save to HDD by default when not logged in #254

...That was a mouthful.

This feature enables saving to the user's hard drive by default, when the user is not logged on. The save button is however still dark and not highlighted coloured like the usual "upload save" button, as in without a white background, in order not to confuse new users. Furthermore, the tooltips have been slightly edited to explain the dichotomy between HDD and online saves.

A test Win32 (SSE3, dynamically linked) build can be found here.

Ooooh a new pull request.

I'll check it later, but the local save button should be lit up and enabled when not logged in whether or not you hold ctrl (well, basically it would always be lit up then). Also I think there's an easier way to check if the user is logged in maybe.

Eventually it would be nice to merge the local and online save browsers somehow, but I can't see that happening any time soon so this is good for nwo.
