An emergency software upgrade to fix the Rab13s zero-day vulnerabilities affecting many Bitcoin-derived projects
And a DustFee fix to allow asset transactions to be accepted into the network
The upgrade from 3.1.1.5 should be just a simple drop-in update with no need to reindex
