Fixed an issue when no category was used for inventory or checks that ended up using the wrong filter.

Fixed issue with PerformanceCounters and running on Non-English Operating Systems.
Added optional switch for PerformanceCounters to get open Handles and Threads by processes that expose this to the Process category in PerfMon.
The binaries are signed now!
