I cannot find it, it looks like the license is not specified at all.

I kinda expect GPL or AGPL, but I understand that Artistic License (or more like a disjunction of Artistic and GPL) is somewhat preferred in perl community. Any license is fine as long as it is specified.

In fact, you are using it with old “and distribute” instead of “and/or distribute”…

Fixed the wording, and am not concerned with the discouragement.
I would honestly prefer the WTFPL as it allows even more freedom, but I decided I wanted a no-warranty clause in case it matters to someone.

Actually, gnu.org has pretty clear suggestions:

However, to help make sure this language cannot cause any trouble in the future, we encourage developers to choose a different license for their own works. The Expat License and FreeBSD License are similarly permissive and brief.

Expat License is usually called MIT License. It is pretty popular and it works similarly.

But if you want it to be as lax as possible, then why not CC0 (public domain)?

This, however, is not critically important. As I've said, any license will do as long as it is specified. :)
