This PR adds the ability to select an arbitrary tarball for TileDB Core to be used instead of either the system library, or a binary artifact, or the pinned source tarball. It also supports the special case of the zip archive github provides.
With that ability the PR adds a new nightly CI job to run this against the nightly GitHub archive.
