See inline comment for the rationale for this override. Now that we are using CMAKE_TOOLCHAIN_FILE for vcpkg, we cannot set the prefix overrides there. x-ref: #3694

Now that we are using CMAKE_TOOLCHAIN_FILE for vcpkg, we cannot set the prefix overrides there.
