Allow limit changelogs size

We already have release artifacts limits, but there is no way to limit changelogs because of incremental generation of changelogs. Two approaches available:

• Disable incremental generation and always rerender (use release artifact limit value)
• Reduce existing changelos to fit the limit (use own limit value)
