Add discord notifications when new claim or bot crash.

During a chain point harvest, a notification via discord webhook to be able to be alerted when a point claim or a Bot error occurs.

This is good. I don't use telegram for some reason, discord is the way for me. but here is my idea which I think will work for both telegram and discord(future).

1. A separated file for whitelisted streamer/followed and a HOT RELOAD command to reload/refresh the list of whitelist/followed without actually restarting the whole script.
2. A command in discord/telegram to add a streamer/followed.
3. A command in discord/telegram to RESTART the whole program.(in case of an future error or something related that would fix using the restart command)
4. Custom message for online and offline streamer. (placeholders??)
5. Webhooks support

This are the thing i can think as of now. hope this could help for enhancement/improvement.
