Strange 0kb Log Spam Files

Torch Version: 1.3.1.213 SE Version: latest

Expected Behavior

The logs to either have content inside, or to not exist.

Observed Behavior

There is hundreds of spammed log files with 0KB size and no content.

Steps to Reproduce

1. running torch
