Residents with "siegewar.town.siege.surrender" should be able to surrender

Describe the bug

• Currently to surrender, a resident needs one of these:

siegewar.town.siege.conquest.siege.surrender
siegewar.nation.siege.liberation.siege.surrender
siegewar.nation.siege.revolt.siege.surrender
siegewar.town.siege.suppression.siege.surrender

• It was never in the design to have this level of detail & unnecessary complexity about when a residents can surrender.
• Thus this is a bug.
• One node should be enough........just like one is enough for abandoning.,

Expected behavior

• The permission page should say that "siegewar.town.siege.surrender" is the only needed surrender node.
• The perm installer should only insert this node.
• This should actually be the only node needed by the system to actually surrender.
