Suggestion: Allow mayors to be charged while not kicking them from the town

I've come to realize that often times beginners to Towny create a town, if you're lucky they read the message after and then deposit their money but fail to do so after a while.

This leads to frustration of the end user and in turn to frustration of the owner, like me.

So I have a suggestion of how we could work around this:

1. Allow mayors to be charged, so they also pay the tax like any other resident
