This commit restricts the set of available scenario nodes for the stop spatial join.
Now the network used to do shortest path routing between bus stops only uses links defined by link_qry.
This will allow the project manager to turn off tolls in the future by changing the toll type to free.
Temporary bands were deleted when TC closed. Saving them to an iso sub directory to save them.
The format of some of the summary tables changed. Also added more tables to diff.

I changed the base to 'kyle' and am merging it in.
These files were sent by Nita on 12/14 and contain corrections to the student GQ fields made by Jenna.
Now drops physical stops
With the gtfs-based upgrade, shape stops are no longer needed (the route alignment informs pathing).
Improve transit project manager
Also removed the shape_stop field completed and made the associated code changes.

The 2020 model wasn't running bc some transit routes were using network links with no speeds.
This TC build contains a fix to the GTFS import function that improves results.

Ran a 2050 scenario for extra iterations to get tightly-converged starting travel times.

This PR includes all changes made between v1.1 and v1.2 of the model. This includes rebuilding the website so that all links point to this repo's new location in the TMA organization.
