DB/Creature: Smith Regzar & Murgot Deepforge

They must say when player finishes quests. The first quests must be not repeatable, otherwise second will be not available and player will receive big amount of experience, rep and gold each time.
Quite possible they will be converted later to CPP because of #12856 but for now they will act more properly with SAI.
