Other packages installed as deps of spectrwm installed just fine

Hmm, I can't reproduce this. Did you continue to see it? Those packages have been rebuilt since the ticket was opened:

-rw-r--r--. 1 root root  52730 Apr  5 00:35 libXcursor-1.1.14.tgz
-rw-r--r--. 1 root root 168580 Apr  5 11:45 spectrwm-2.5.1.tgz

so perhaps (unfortunately, as we can't debug it) it was a transient failure.
