Companion to TritonDataCenter/sdc-sdc#23. This will deliver the images-imgadm symlink in the headnode global zone.

Please document the analysis that made you reach the changes here. On Slack you said, "As near as I can tell, there's actually no reason why joyent-imgadm is not a symlink." Start with that -- we need how you got here, i.e. the analysis, on the record.
