Laggy scroll appears on windows + chrome + external mouse and monitor. Also appears on ubuntu + firefox + external mouse and monitor. This fixes the problem, which MANY users have been reporting. #14

This fixes the problem in issue #14, which MANY users have been reporting directly to me and others.

The visual update
Unlike the Casper theme, this update has no visual effect on the stock Lyra theme.
