CompatHelper: bump compat for Turing to 0.25 for package turing, (kee…

…p existing compat) (#473)

This pull request changes the compat entry for the `Turing` package from `0.21, 0.22, 0.23, 0.24` to `0.21, 0.22, 0.23, 0.24, 0.25` for package turing.
This keeps the compat entries for earlier versions.



Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.
