Cook a Exponent for the DragCubes

Fellow Kerbonaut damerell gone the wrong route while trying to diagnose the TweakScale's buoyancy problem, but he ended up hitting something interesting instead. It is a pretty damn good idea to allow the dragcubes to be scaled using a custom Exponent, so users can do some interesting things with them.
