I agree that it should have the packagecloud binary but there is no point in making it part of the schedule when nothing changes on stretch and it slowly becomes more and more decrepit. |

1.16 is still used by lts versions, and should have the
tyklabs/packagecloudbinary and be part of the scheduled build.
