THe releng related files are updated with the current updates from gromit templates, also adds changes external to the templates to support the current version of templates:

• Adds a separate plugin compiler build workflow

What about some smoke tests for the the bane of our existence, the plugin compiler.

Will merge this, and try to see how we can run the smoke tests on another PR, otherwise any new push on gromit would nuke this branch 😄
It will either have to be conditionally added to the templates on the release workflow, or somehow make the plugin compiler build workflow wait for the release to finish and then run the tests from here - that way templates would stay sane.
