Right now the workbench will not complain in the slightest if a project is exported while staging is in progress. This results in a METS document that is missing certain expected file locators. (The CDR export only retains file locators for staging locations.)

One fix is to present a warning during the export process. It would also be possible to make it more of an error, i.e. completely prevent export if staging isn't complete.
