This PR makes miscellaneous improvements to the package structure:

  • Update CI services to treat warnings as errors so they are more easily caught by the cron job that runs them
  • Updates R versions in the CI matrices
  • Adds a code of conduct and contributor guidelines
  • Updates news items
  • Uses the most recent version of roxygen2 to rebuild the documents
