Admin Email still contains previous route information

Background
As an admin recieves an email concerning new special-use applications or edited special use applications, the Login and view the application link returns previous routing.

Current and incorrect routing -/admin/applications/noncommercial/{permitId}
Proposed change to reflect new routing - /special-use/admin/applications/noncommercial/{permitId}

Acceptance criteria

• Email routing has been changed to reflect new routes
• Admins can click the link, login, and be directed to the application

Tasks

• Update routing on all admin emails containing links to applications

Definition of done

• Routing has been updated
• PO Approved
• Passes all Jenkins tests
• Code has been reviewed by someone other than the original author
