Description: The inability to run with the EMIS_SYM_DATE flag due inconsistent implementation between cio and the emissions modules.

Scope and Impact: The model will terminate execution with a time retrieval error for the emission stream.

Solution: Do not use the environmental variable EMIS_SYM_DATE. Instead, if you wish to use representative day emissions for some or all of your emission streams, individually set the GR_EM_SYM_DATE_### and/or STK_EM_SYM_DATE_### environment variables to T for the desired streams. A code fix will be included with the next minor CMAQ release.
