Mac tests are failing (see #420) and Scipy has been set to be <=1.13. We will work on OS and deprecation issues in a separate PR. |

Summary
The following PR includes 2 new jupyter notebooks that demonstrate basic and geospatial functionality in WNTR.
Tests and documentation
Documentation has been updated. The jupyter notebooks are run as part of the testing suite.
