Inactive by default. Activated by adding 'search_gov_site_search : 1' to the top level of Tuba.conf
Format: "AttrKey:AttrValue", "AttrKey2:AttrValue2", Foo Bar Baz Will be interpreted as exact matching the attributes and the remaining words a like match on title. Also fixes an outstanding bug in the author+year search where year wasn't removed from the author field search.
