Description

This adds automatic labels to some of our issue templates so that we don't have to do it by hand anymore.

Related Issue

No issue

Motivation and Context

Had to do this and figured it had to be something we could automate easily. This will make it much easier to sort incoming issues and make the label search much more useful.

How Has This Been Tested?

I tested on my repo, see jessemapel#3

Types of changes
