• Require extra verification on new account appeals coming from proxies (eventually to be forced even more for Enable emails and allow onwiki account verification #438) 🔒
• Consider mitigation at the IP level 🔒
• Add a flag to the appeal which alerts if an IP is using a proxy
• Track the new status via Insights/analytics dashboard #718
