Description

This PR makes it so that a bot will comment on every new pull request with links to downloadable builds for easier bug testing. The message will also get edited automatically when a new commit gets pushed to the PR.

Caveats

More spam to the bridged GitHub channel in Discord.

Notes

• Only 64 builds are published.
• All builds are framework dependent, meaning that whoever downloads them needs to have .NET Core installed. This is done for easier and quicker publishing, as well as reduce the load on GHs servers.
• The compile workflow was removed, as it's now unnecessary
