This link regularly causes link checker failures. Might be better to put a static copy of the PDF in our docs.

MNT: Change link for heat index reference (Fixes Unidata#1268)

This was causing a lot of linkcheck failures (though they seem to be
fine at the moment). It's a 14kb file, so just put it in _static and
reference it there.
