NCEP documentation links are broken #133

The NCEP documentation links here are broken and should be updated. These links appear in the documentation section of the NCEP datasets, for instance at the bottom of this page.

Similarly, metadata in this file needs to be updated as well. For that particular example, it's 3 hourly out to 384 hours (16 days); they did away with the two different time ranges a while back. I'll look into what else may need to be updated.

(this one may be model dependent?)

That might be it for the links, but since those can vary depending on what data set you're looking at I may be missing some still.

In addition, some of the AWIPS grid numbers should be updated. For example, the 0.25 deg GFS should be grid number 193, but it's currently showing 230 (which is for the 0.5 deg global data). See here for the full list of AWIPS grid numbers.

I will dig a little deeper to see if I can find more things that deserve an update.
